And for a second day, so Mrs. Clinton did, repeatedly calling on Pakistan’s government to shut down safe havens from which extremists have mounted attacks in Afghanistan and to support nascent efforts to negotiate with those extremists willing to lay down their arms.

The delegation, officials said, bluntly warned Pakistan that it faced a decisive choice between fighting alongside the United States — or watching as American forces act alone against the extremist Haqqani network, even inside Pakistan, if necessary. On Friday, Mrs. Clinton said that “for too long” the group had been able to operate freely.

Mrs. Clinton suggested that the Americans wanted specific military and intelligence operations against the Haqqani network, which uses Pakistan’s tribal areas as a base for attacks inside Afghanistan.

Before stepping down as chairman of the Joint Chiefs of Staff, Adm. Mike Mullen said the group was “a veritable arm” of Pakistan’s intelligence agency.

U.S. Officials Deliver Warning in Pakistan Over Extremists

ISLAMABAD, Pakistan — An unusually powerful American delegation arrived here on Thursday to deliver the starkest warning yet to Pakistan, according to a senior American official: that the United States would act unilaterally if necessary to attack extremist groups that use the country as a haven to kill Americans.

Before leaving Afghanistan for Pakistan, US Secretary of State Hillary issued a warning in an apparent reference to Haqqani network that Pakistan would face serious consequences if it continued to tolerate safe havens for extremistsattacking Americans and Afghans. She is accompanied with CIA chief David Petraeus, Chairman of the Joint Chiefs of Staff General Martin Dempsey and regional envoy Marc Grossman.

She had meeting the same day with Prime Minister Syed Yousuf Raza Gilani, who reportedly told the American delegates being led by Hillary Clinton to respect the sentiments of the Pakistani nation as expressed in the recently passed All-Party Conference resolution, which called for seeking peaceful resolution to the unending conflict through initiating dialogue with the militants. On the occasion, the prime minister also reiterated the collective national view on the issue of peace in Afghanistan as articulated in the APC resolution. Pakistan’s civil and military leadership seemed to have done the homework to deal with the high powered delegation.
